HI Restaurant / Grocery Store Owners
In last month me and a team member made a restaurant portfolio website project. It is here https://organo.grocerystation.ml/ for demo. And it is without shopping cart functionality. The system is built from the scratch with help of html templates and with CodeIgniter 4 MVC framework.
What it includes,

This system will cost around 450$. This system will be delivered to you within 15 days as after the final admin panel UI finishing.
For Hosting I will prefer to go with VPS , I also provide hosting from Racknerd VPS, as I have their 5 servers and have good service. Their VPS locations are from the USA. The cost will be 50-60 $ / year, which is more saving as compared to other hosting providers.
